About the Foundation

Asfar Foundation for Strategic Studies and Research is an independent Iraqi organisation headquartered in Baghdad. It works across strategic studies, foresight, environment and energy, and the protection of state assets, and takes an approach built on carrying knowledge out of its theoretical frame into policies, initiatives and projects with measurable practical effect.

The Foundation holds that the value of research is not measured by the number of pages it produces, but by its capacity to change a situation, reduce losses, protect resources, improve a decision, and yield solutions that can actually be delivered. It therefore treats studies not as an end point but as the opening of a full path: diagnosis and analysis, then building alternatives, designing initiatives, and connecting scientific and technical expertise to the decision-maker, through to a clear institutional and field-level impact.

At the centre of the Foundation’s concern sits the relationship between environment, energy, the economy and the protection of national wealth — on the understanding that environmental degradation, loss of asset efficiency, infrastructure corrosion and poor risk management are not separate technical faults but a single problem with a compounding cost.

How the Foundation works

Every issue Asfar adopts passes through AIM — Asfar Impact Methodology, a six-stage framework in which each stage rests on an internationally recognised method: horizon scanning for diagnosis, systems thinking for analysis, scenario planning for the decision matrix, theory of change for initiative design, results-based management for implementation, and impact assessment with monitoring, evaluation and learning for measurement.

Governance

The Foundation is run by a Board of Directors chaired by the head of its founding body, with standing specialised committees covering its areas of work, under internal bylaws operating within the bounds of Iraq’s NGO Law No. 12 of 2010.
